Both the US Capitol building and the state capitol building of Oklahoma were designed to support domes, but initial funds were not available for either project. During the Civil War, President Abraham Lincoln directed the completion of the US Capitol dome to symbolize the solidarity of the Union. Oklahoma Governor Frank Keating, who led the state through the tragedy of the 1995 bombing of the Alfred E. Murrah Building, was an early supporter of the Oklahoma dome project. The Oklahoma dome was topped by a 22' 9" statue of an American Indian warrior called The Guardian on June 7, 2002. The sculptor, Oklahoma State Senator (D) Enoch Kelly Haney is a member of the Seminole tribe. The state held a formal dedication ceremony on November 16, 2002.
